What would you do if you knew someone that used someone’s credit card to order something online? ?

Why would you care about something your friend’s neighbor did? Just stay out of it. Let the credit card owner and the credit card issuer take care of tracking down the criminal.

Plain and simple. It’s theft.
The sad thing is that most thieves aren’t that clever.
It won’t take long for the credit card company to trace the unauthorized transaction particularly if they ordered something to be delivered to their home address.
Once this happen, they can file charges. Punishment varies from state to state.
If the number was from a piece a paper, then obviously it was stolen from somebody’s place of business whether it be a store or restaurant. This is why you have to be vigilant about yoru credit card at places like that.
I’d say get the kid to return the things and to fess up and not do it again. You don’t know if the credit card holder needed those funds to put food on their table or gas in their car to take the kids to school or the doctor.
The amount could be minor that it would be a misdemeanor or because it was their first offense that they would be let off easily. They could also be insufficient evidence to prosecute them.
Talk to this person and have them speak to their parents. It is their parents to decide this.
